Council publishes its Annual Report

Our Annual Report details our progress in achieving the Well-being Objectives set out in the Annual Delivery Plan for 2020/21.

This annual review of progress for has been written at a time of unprecedented challenge, which has required the Council to respond quickly to a global pandemic. Whilst this has put services under immense pressure and significantly disrupted the delivery of some services, the Council has worked closely with partners and volunteers to navigate the crisis. 

 

Some of the key achievements outlined in this year's report include:

  • We developed and published our Climate Change Challenge Plan 2021-2030 and declared a Nature Emergency, pledging our commitment to protect our natural environment and biodiversity as we work towards a goal of ‘no net biodiversity loss’.
  • Throughout the pandemic the Council has managed to significantly reduce carbon emissions.  Since 2018/19, we have recorded a fall in emissions of 20.3% whilst emissions associated with our buildings has reduced by 21.4%.
  • The £9m project to convert the old railway Goods Shed building and adjoining land at Hood Road, Barry Waterfront has been completed and the project won the ‘creating economic growth award’ as well as overall ‘winner of winners’ at the 2020 Ystadau Cymru awards.
  • 71% of household waste was prepared for reuse and/or recycled exceeding our statutory target of 64% and the Welsh target of 70% by 2025.
  • Year 11 leavers who were not in education, employment or training (NEET), reduced from 1.40% in 2019 to 1.00% in 2020.
  • By April 2020, 3,239 young people aged 14-17 had registered to vote for the first time in the Vale of Glamorgan.
  • 49 schools were re-cabled to improve network connection and efficiency. We also provided 6,500 pupil and teacher devices across the county to support learning.
  • We strengthened support to all carers via the Carers Gateway and made financial contributions to help carers adversely affected by the pandemic. 

In addition, in response to the COVID-19 Pandemic we have:

  • Worked together to distribute 22,245,236 items of PPE, 12,883 cleaning and hygiene products, plus 109,000 LFD Test Kits.
  • Awarded a 10% pay enhancement to key workers, the first local authority in Wales to have taken this action.
  • Our Crisis Support Team called over 6,000 people on the Shielding List to offer support with food, packages shopping and befriending during the lockdown.
  • Partnered with Cardiff & Vale Health Board to use Vale premises at Colcot Sports Centre as a COVID-19 Testing Centre and Holm View Leisure Centre as an Immunisation Centre, contributing to reducing spread of the virus and a successful mass vaccination scheme.
  • Issued 67,000 supermarket vouchers to almost 4,000 pupils to replace meals normally received at school and to support families during school holidays.
  • Provided over 517 homeless people with bed and breakfast accommodation throughout the pandemic.
  • Continued to raise the profile of volunteering through the Vale Heroes website with over 2,000 volunteers engaged to support vulnerable residents in their communities.
  • Carried out 54 Infection Prevention and Control Assessments in care settings and made 2,098 visits to businesses.
