Construction of the platform was completed by contractors in May 2015 only for a crack to appear on the structure six months later.
This led to the platform being closed while it and the cliff face were inspected and a programme of monitoring set up.
When it was revealed movement joints had not been constructed according to the original design, the contractor was asked to install them as intended.
Further monitoring has indicated other issues with the construction that would account for the cracking and contractors will now undertake further work to address matters.
That should allow the platform to reopen in around four weeks’ time.
The Council will then continue to assess the structure using robust equipment to guard against future problems.
Cllr John Thomas, Leader of the Vale of Glamorgan Council, said: “Public welfare is of paramount importance to us and to this end we have been thorough in our safety inspections of the Penarth Viewing Platform and insistent contractors carry out all the required remedial work. “I’m delighted to say the problems with this structure now look to be behind us and it should reopen in a month’s time. “The platform offers fantastic views of scenery along the Wales Coastal Path that I’m sure will bring huge enjoyment to residents and visitors alike.”
