Flying Start Privacy Notice

The Vale of Glamorgan Flying Start is a service provided by the Vale of Glamorgan Council in conjunction with our partner organisations. This Privacy Notice is intended for service users of the Vale of Glamorgan Flying Start and is designed to give you information about how we process information.

 

All personal data is processed in line with the UK GDPR and Data Protection Act 2018.

 

Flying Start aims to make a decisive difference to the life chances of children by mitigating the impact of poverty, which is linked to poor life outcomes in early childhood, including health outcomes. The Programme can comprise of four entitlements which provide:

  • Funded quality, part-time childcare for 2-3 year olds

  • An intensive health visiting service

  • Access to parenting support

  • Support for speech, language and communication development

 

Through a multidisciplinary team approach, which identifies all of the needs of the child and their family and provides prudent and proportionate interventions, Flying Start aims to ensure that:

  • Children are healthy and thriving

  • Families are capable and coping

  • Flying Start children are reaching potential

 

  • What information do we collect from you?

    We collect the following personal data:

    • Identifying information such as your full name and your child’s full name

    • Details such as your child’s date of birth or expected due date

    • Contact details, including home address, telephone numbers and email address

    • Relevant reference numbers such as NHS number

     

    Special Category data we may collect consists of:

    • Racial/ Ethnic Origin

    • Religious beliefs

    • Physical and or/ mental health information, such as information relating to cognitive and emotional development

    • Demographic information, which can include information about family members and area lived in, where required by a relevant service

    • Gender

    • Financial Information where relevant

    • Any other information necessary for the provision of Flying Start services

    This information is collected for the purpose of delivering relevant support to eligible families who have agreed to take part in the program.

     

    Where you have provided us with personal data about other individuals, such as family members or dependants, please ensure that those individuals are aware of the information contained within this notice.

  • How do we collect your personal information?

    Personal information may be collected by:

    • Flying Start registration forms which are used to register families to the Flying Start programme

    • Flying Start Referral forms which enable families to refer in to specific elements of the Flying Start programme e,g Early Years

    • Childcare admissions form to support children’s entry in to Flying Start childcare

    • Flying Start internal evaluation forms to gather data and outcomes

    • Childcare attendance registers

  • Why do we collect this information?

    We process the personal data to deliver the Flying Start Program. This may include but is not limited to the following activities:

    • To establish whether you or your family could benefit from any of our other services

    • To monitor your/ your child’s progress periodically and record outcomes

    • To record attendance at the childcare setting and other support sessions

    • To meet Welsh Government reporting requirements

     

    Our lawful bases for processing your personal data are as follows:

    • Compliance with a Legal Obligation – Article 6(1)(C) GDPR – We will process your personal data as is necessary for compliance with a legal obligation

    • Public Task – Article 6(1)(e) GDPR – We will process your personal data to carry out a task in the public interest or in the exercise of official authority in our capacity as a public body

  • What do we do with your information?

    We use it as part of the Flying Start program.

     

    The information collected will be processed in line with the requirements of the UK General Data Protection Regulation and Data Protection Act 2018.

     

    Your personal data will be used to:

    • Contact you regarding the provision of services which come under Flying Start. This includes childcare arrangements and support services such as parenting support and/or assistance with additional learning needs

    • Carry out referrals to partner organisations who will provide the support service required

    • Comply with our legal and regulatory obligations as a Local Authority

    • For statistical research and reporting purposes, in order to improve the delivery of our future services (in this instance your data will be anonymised)

  • Who might we share your information with?

    Your personal data will be shared with our partner organisations, who are part of the Flying Start Program. This information will be shared for the purpose of providing support services and includes:

    • Cardiff and the Vale Health Board (the UHB)

    • Welsh Government (no personal data is shared – only anonymised statistics)

    • Contracted and Registered Childcare settings

    • Your child’s school

    • Other Council departments such as Education and Children’s Services – where the information is vital and required for their work

    In each case we will only share data to the extent that we consider the information is reasonably required for these purposes.

  • How long do we keep hold of your information?

    We will only keep your personal data for as long as we need to in order to fulfil the purpose(s) for which it was collected and for so long afterwards as we consider may be required to deal with any questions or complaints that we may receive, unless we elect to retain your data for a longer period to comply with our legal and regulatory obligations.

     

    The Council retains information in accordance with its retention policy. A copy is available on its website, or you can obtain a copy by contacting the Democratic Services Department.

  • Your rights

    You are entitled to request a copy of any information about you that we hold. Any such requests must be made in writing to our Freedom of Information Unit.

     

    Under data protection law, you have rights including:

    Your right of access

    You have the right to ask us for copies of your personal information.

     

    Your right to rectification

    You have the right to ask us to rectify personal information you think is inaccurate. You also have the right to ask us to complete information you think is incomplete.

     

    Your right to erasure

    You have the right to ask us to erase your personal information in certain circumstances.

     

    Your right to restriction of processing

    You have the right to ask us to restrict the processing of your personal information in certain circumstances.

     

    Your right to object to processing

    You have the the right to object to the processing of your personal information in certain circumstances.

     

    Your right to data portability

    You have the right to ask that we transfer the personal information you gave us to another organisation, or to you, in certain circumstances.

     

    Where possible we will seek to comply with your request, but we may be required to hold or process information to comply with a legal requirement.

  • How to make a complaint if you have any concerns

    If you have any concerns about our use of your personal information, you can make a complaint to our Data Protection Officer, Vale of Glamorgan Council, Civic Offices, Holton Road, Barry, CF63 4RU or email DPO@valeofglamorgan.gov.uk.

     

    You can also complain to the Information Commissioners Office (ICO) if you are unhappy with how we have used your data, however we ask that you raise concerns with us firstly if possible as we take our obligations very seriously and will endeavour to do our best to address any issues you have as soon as possible.
