EARLY RETIREMENT / REDUNDANCY COMMITTEE

 

Minutes of a meeting held on 24th July, 2017.

 

Present:  Councillor Mrs. R. Nugent-Finn (Chairman); Councillors Mrs. P. Drake, S.T. Edwards, G. John and Mrs. A. Moore.

 

 

181     APOLOGY FOR ABSENCE –

 

This was received from Councillor N.C. Thomas.

 

 

182     MINUTES –

 

RESOLVED – T H A T the minutes of the meeting held on 12th June, 2017 be approved as a correct record.

 

 

183     DECLARATIONS OF INTEREST –

 

No declarations were received.

 

 

184     EXCLUSION OF PRESS AND PUBLIC –

 

RESOLVED – T H A T under Section 100A(4) of the Local Government Act 1972, the press and public be excluded from the meeting for the following items of business on the grounds that they involve the likely disclosure of exempt information as defined in Part 4 of Schedule 12A (as amended) of the Act, the relevant paragraphs of the Schedule being referred to in brackets after the minute heading.

 

 

185     APPLICATION FOR FLEXIBLE RETIREMENT – S (MD) (EXEMPT INFORMATION – PARAGRAPHS 13 AND 14) –

 

Consideration was given to an application for flexible retirement in respect of one employee within the Directorate of Resources.

 

RESOLVED –

 

(1)       T H A T the flexible retirement of S be approved in accordance with the Council’s Policy subject to no other circumstances arising in the interim whereby the employment would be terminated for a different reason.

 

(2)       T H A T the use of the appropriate officer delegated powers be endorsed, to enable S to reduce their contracted hours from 37 hours to 22 hours per week from week commencing 1st September, 2017, with the retirement of S from the employment with the Council taking place on or before 31st August, 2018.

 

Reasons for decisions

 

(1)       To determine the flexible retirement application within the Regulations and to allow for eventualities that may not be known at this time.

 

(2)       To achieve the necessary change to the employee’s working hours, to support the employee’s request for flexible retirement and to assist in service continuity.

 

 

186     DETERMINATION OF VOLUNTARY REDUNDANCY – J (DLS) (EXEMPT INFORMATION – PARAGRAPHS 12, 13 AND 14) –

 

Consideration was given to one application for voluntary redundancy in respect of the above employee within the Directorate of Learning and Skills.

 

RESOLVED –

 

(1)       T H A T a statutory redundancy payment be approved in respect of J with effect from 25th July, 2017, under Scheme D of the Council’s Early Retirement Voluntary Redundancy Policy and in the interests of the efficiency of the service subject to Resolution (2) below and J complying with the Council’s Avoiding Redundancy Procedure.

 

(2)       T H A T should alternative employment within the Council be found for J and J successfully secures that position following a trial period, then Resolution (1) be revoked together with any redundancy payment.

 

Reasons for decisions

 

(1)       To support the implementation of the Reshaping Services agenda and to support the Council in achieving efficiencies and organisational changes to maintain sustainable service delivery.

 

(2)       To comply with the terms of the Council’s Avoiding Redundancy Policy.

 

 

187     APPLICATION FOR FLEXIBLE RETIREMENT – G (DSS) (EXEMPT INFORMATION – PARAGRAPHS 13 AND 14) –

 

Consideration was given to one application for flexible retirement in respect of the above employee within the Directorate of Social Services.

 

RESOLVED –

 

(1)       T H A T the flexible retirement of G be approved in accordance with the Council’s policy subject to no other circumstances arising in the interim whereby the employment were to be terminated for a different reason.

 

(2)       T H A T the use of the appropriate officer delegated powers be endorsed, to enable G to reduce their contracted hours from 37 hours to 22 hours per week from week commencing 18th September, 2017, with the retirement of G from employment with the Council taking place on or before 18th September, 2018.

 

Reasons for decisions

 

(1)       To determine the flexible retirement application within the Regulations and to allow for eventualities that may not be known at this time.

 

(2)       To achieve the necessary change to the employee’s working hours, to assist service continuity, provide appropriate support to assist the employee’s transition to retirement, to contribute to the savings of the Service and enable improved succession planning.

 

 

188     APPLICATION FOR FLEXIBLE RETIREMENT – J (DSS) (EXEMPT INFORMATION – PARAGRAPHS 13 AND 14) –

 

Consideration was given to an application for flexible retirement in respect of the above employee within the Directorate of Social Services.
