Waste Skip Licence

Information and licence application forms for waste skips

A skip licence is required to place a skip on an adopted highway (under Section 139 of the Highways Act 1980).

 

As private home or business owner, you cannot apply for a skip. Instead, you will need to make contact with a skip provider, who will be aware that they need to obtain a licence.

 

If you are placing a skip on private land, such as on your own driveway, you will not need a skip licence from the Council. If you are unsure, your skip provider may be able to advise you.

 

The Council has the right to specify conditions for the position of skips on the highway to ensure public safety. Please ensure you have read the terms and conditions which explain the key points.

 

It is the responsibility of the skip operator to ensure that a licence has been granted before placing a skip onsite.

 

Skip licence’s are granted for a one month period only at the current cost of £75.00. If you require a skip for longer than one month, a new licence will need to be applied for following the same process.

 

If the licence is required for less than one month, the one month licence charge will still apply. License applications should be submitted at least one working day before the contractor intends to place it on site.

Contractor Registration

Contractors who wish to trade within the Vale of Glamorgan are required to register as a customer with the Vale of Glamorgan Council.


Full business details, and a copy of your Public Liability Insurance Certificate (£5 million) should be sent via email to skipsscaffolding@valeofglamorgan.gov.uk


How would a contractor apply?

Once you are registered as a contractor, you can apply for a skip license online:

Following receipt of your application, we will notify you of the decision to issue the permit by telephone or email within one working day.

 

What happens next?

The location will be assessed to ensure its suitability and to ensure there are no public safety concerns.

 

If the application is approved, the contractor will receive email confirmation with a license payment link.

 

If the Council has an alternative suggestion, or requires further clarification, the application will be updated online and the contractor will receive an email notification.

 

Once the licence has been granted, and the skip is on site, you will be able to use your skip in accordance with the terms and conditions.

 

Please note, should any damage to the highway be incurred then the full costs of a repair will be recovered by Vale of Glamorgan Council.

 

To ensure compliance and public safety highway maintenance officers make frequent site checks. 

FAQs

  • What if the skip contractor places the skip on my property and the licence applied for is no longer needed. Can I get a refund?

     

    It is the responsibility of your skip provider to carefully access your request early on. Any approved applications will only be refunded if a request is made before the start date of the permit then a refund for the appropriate amount may be issued, however If a request is received after the start date of the permit then a refund will not be issued.

  • Does the Council provide skips?

     

    No, the Council does not provide this service.

  • If I have a licence for a skip in another part of the Vale of Glamorgan, am I covered?

     

    No, the licence is site specific to the address applied for initially.

  • Can I have a skip in a rear access lane?

     

     

    Many rear access lanes form part of the adopted highway network, so the application would be considered. Consideration will be given to all other nearby properties to ensure access and egress is maintained.

  • How long does it take to process?

     

    Officers of the Council require one working day notice from the skip contractor to enable us to review and issue a licence, however on occasions it may take more than one working day, for example if there are traffic concerns, or legal parking, loading or disabled bays then a site inspection may be required to negotiate conditions and suggest possible alternate locations for the depositing of the skip. In these instances, it may take longer to issue the permit however the skip contractor involved will be informed throughout the process.
