How the Welsh language impacts our work across the Council

Welsh Language Standards

The Welsh Language Standards promote and facilitate the Welsh language, ensuring the Welsh language is not treated less favourably than the English language in Wales. The Welsh Language Commissioner imposes duties on organisations to use and comply with the standards.

The Welsh Language Standards (No.1) Standards Regulations 2016 were approved by Welsh Government. There is therefore a legal precedent to pay due regard to the Welsh language. We work closely with the Welsh Language Commissioner to co-regulate.

  • Your right as an employee
    • When offered a job or position, you can ask for your contract of employment or contract for services to be provided in Welsh.
    • You can have the following in Welsh:
      • Any paper correspondence relating to your employment addressed to you
      • Any documents outlining training needs
      • Any documents outlining performance objectives
      • Any documents outlining your career plan
      • Any forms which record and authorise annual leave, absences, and flexible working.

     

    • Certain policies must be published in Welsh relating to behaviour in the workplace; health and wellbeing at work; salaries and workplace benefits; performance management; absences from work; working conditions; and working patterns. These should be available on Staffnet.
    • You can respond to and submit a complaint and evidence in Welsh
    • You can engage with the disciplinary process in Welsh and respond to allegations in Welsh.
    • You can have computer software for checking spelling and grammar in Welsh. Just contact ICT or use Halo to request the Cysgliad pack. Most Microsoft Word and Outlook packages have Welsh spell checkers and translation tools to help read Welsh.
    • You can ask for certain training to be delivered in Welsh. This can be for recruitment and interviewing; performance management; complaints and disciplinary processes; induction; dealing with the public; and health and safety.
  • Welsh Language skills
    • We need to assess the Welsh language skills of our employees
    • You can self-evaluate your Welsh language skills on Fusion – please update your Welsh skills levels for reading, writing, speaking and understanding every year.

    • We also need to have a list of Welsh speakers in the organisation so please make sure your Welsh language skills are up-to-date in Fusion and let us know if you’re not happy for your name and corporate email address to be held on this list.
